Weatherization Assistance Program (WAP) services consist of cost-effective energy efficiency measures for existing residential and multifamily housing with low-income residents. Under this definition, it includes a wide variety of energy efficiency measures that encompass the building envelope, its heating and cooling systems, its electrical system, and electricity consuming appliances.

Blowing installation in the atticWAP serves low-income families FREE of charge and limits the amount of money that can be spent on any single residence as determined by federal rules. As a result, only the most cost-effective measures are included in the upgrade of a particular home.

Eligibility for this program is based on the gross income of all household members. Written verification of income and home ownership or rental status is required.  If you rent, we must obtain written permission from your landlord.

Weatherization services include, but are not limited to:

  • Insulation (attic, walls, floor)
  • Repair of windows and doors
  • General air sealing (Caulking, weather stripping)
  • Furnace (clean & tune, repair, replacement

Home Rehabilitation Programs

Federal Home Loan Bank (FHLB) program is a 2 year grant with improvements totaling up to $5,000 done on a home with a $30.00 filing fee.  Home will have a 5 year Lien (Retention) against it. In the event of a sale or refinancing of the Property prior to the end of the Retention Period, an amount equal to a pro rata share of the $5,000 Direct Subsidy, reduced by 1/60 for every month the selling Owner owned the Property, shall be repaid to the Lender from any net gain realized upon the sale or refinancing of the Property after deduction for sales expenses.  Our county availability vary each period.

Working on home in Montgomery CityMissouri Housing Trust Fund home repair may be used to assist existing homeowners with the repair, rehabilitation, or reconstruction of owner-occupied single-family home units up to $10,000.  All newly constructed elements must adhere to the appropriate locally adopted residential building codes or, in the absence of locally adopted codes, the 2000 Edition of the International Residential Code. All new work must be done according to the awarded agency’s written rehabilitation standards, and inspected by agency personnel to validate completed work.  The Regulatory Agreement is between the homeowner receiving services and MHDC. The Agreements binds the homeowner to MHDC for two or five years to prevent home owner from selling property for profit.  This grant is available in the following counties: Lewis, Macon, Marion, Monroe, Pike, Ralls, Randolph, and Shelby.

Missouri Housing Development Commission (MHDC). Owner-Occupied homes through documentation including copy of warranty deed, current paid property tax receipt and proof of insurance. Have been occupied by the current owner-occupying homeowner for at least three years. Also property must be less than 10 acres. An appraisal will be performed on the property also. Maximum amount is $22,500 per property (includes appraisal, lead inspection, flood letter, final lead testing).

This grant will have a 3 year lien on the property. If prior to the expiration of this Agreement, the Property is sold or the house is foreclosed on, MHDC is to be repaid all of the funds used to repair, rehabilitate and/or reconstruct the property from the net proceeds of the sale or foreclosure of that house and if no such net proceeds are available, Owner shall be responsible for repayment directly to MHDC.

Housing Preservation Grant is a grant through Missouri Rural Development. It's available to repair or rehabilitate housing for low and very-low income homeowners. This grant is available in Lewis, Macon, Marion, Monroe, Montgomery, Pike, Ralls, Randolph and Shelby.
